China's National Health Commission (NHC) and State Administration for Market Regulation (SAMR) have released several new Guobiao (GB) standards, including a notable focus on food contact materials (FCMs). These standards aim to enhance safety and provide greater regulatory transparency across various materials used in food packaging and related applications.
This includes revisions to existing standards for plastics, metals, and rubbers (GB 4806.7-2023, GB 4806.9-2023, and GB 4806.11-2023), replacing their 2016 counterparts. Additionally, two new standards GB 4806.13-2023 for composite materials and GB 4806.14-2023 for food contact printing inks were issued.
Key updates for rubber materials (GB 4806.11-2023)
- Silicone rubber has been removed and will be regulated separately under a new standard. Until then, silicone rubber remains regulated under the 2016 version.
- Migration limits for nitrosamines and N-nitrosatable substances as well as for aromatic amines have been established.
- Compliance for KMnO4 consumption testing under repeated-use conditions is now based on test results from third test.
- Fatty food is no longer covered by 50 % ethanol if vegetable oil can be used. This aligns with international testing practices and provides a more accurate assessment for fatty food contact applications.
According to the migration testing outlined in GB 31604.1-2023, the requirements for multi-material testing and test conditions have been optimised. This standard ensures consistency in evaluating substances migrating from FCMs into food or food simulants.
The above changes focus on aligning with international standards, ensuring consumer safety, and clarifying compliance expectations for manufacturers and importers of food contact products in China.
